The monthly Board Meeting was called to order at 6:00 p.m. Pledge of Allegiance was recited and it was noted that all board members were present along with clerk, treasurer and 11 residents. Chairman Younglove made a motion to adopt the agenda as written. Supervisor Groy seconded the motion and the motion carried.
The clerk read the minutes of the April 2023 meeting. Supervisor Groy made a motion that the minutes be accepted as given. Supervisor Wagner seconded the motion and the motion carried.
The treasurer gave her report. Supervisor Groy made a motion to accept the report as given. Supervisor Wagner seconded the motion and the motion carried.
Recycling/garbage report stated that there were 21.94 tons of garbage and 3.91 tons of recycling in the month of April.
Report on building permits and fire sign applications showed that there was one fire sign on County Z and one building permit on US 141.
Chairman Younglove gave a report on the Fire Commission Meeting. The audit was completed with no discrepancies. The department plans to change the compensation for $10/hour after 2 hours to $10/hour from the beginning of the time the member is at the scene. The members will no longer be paid for meetings. The fire department is looking for new members.
Chairman Younglove also gave a report on the Municipal Court Executive Committee Meeting. The Niagara chairman attended the meeting. The budget was approved and Niagara will be utilizing our judge as a contract member.
Clean Up Day will be June 2nd at the Niagara GFL site. Vouchers are needed and can be picked up at the clerk’s office. The notice is on the website and on Facebook.
Discussion of brush disposal. Aaron Meyer attended the meeting. He tried to dispose of brush at the Pembine site as Beecher had no site. He was told that if Beecher wanted to contribute to the chipping cost then Pembine would accept Beecher residents brush. Chairman Younglove will speak to Chairman Bole and see what can be set up and this will be on the next agenda.
Temporary Liquor License for Amanda Cox was discussed with a motion to approve by Supervisor Groy. Supervisor Wagner seconded the motion and the motion carried.
Pembine is setting up a Humane Officer. Lisa Bigelow has offered to take the position. She will need to take training. Pembine has set up a payment schedule. Pembine wants to know if Beecher is interested in being included. This will also be put on the next meeting agenda so that more information can be obtained.
Discussion of ongoing road improvement projects showed that the crew has been grading, sweeping and have started crack sealing. Scott Construction has given up 3 proposals for wedging, chip seal coating in the amount of approximately $70,000. This was approved at our last meeting. They also gave the only bid for Crowe Road. Motion to approve the bid by Chairman Younglove, seconded by Supervisor Groy. Motion carried. Chairman Younglove will sign the proposals and send them back to Scott.
Correspondence was a conditional approval of work being done at Four Seasons Resort, a notice of investigation on MFL violation, and a notice of policy conditional renewal. Chairman Younglove also stated that the Town of Beecher will be hosting the Wisconsin’s Town Association Marinette County chapter on July 13th.
Public comments included Butterfield Road is bad and needs attention and compliments on snowplowing and grading on Roth and Chitko Roads. Paul Dallman also asked about getting a container approval to house his bulldozer and backhoe. He was referred to Bob Grandaw.
Supervisor Groy made a motion to approve bills in the amount of $19,587.81. Motion was seconded by Supervisor Wagner and motion carried.
