The board meeting was called to order at 6:00 p.m. Pledge of allegiance was recited. All board members were present along with 9 residents.
Motion by Supervisor Wagner to adopt the agenda as given which was seconded by Supervisor Groy. Motion passed.
Minutes of the 6/13/23 meeting were read. Motion to accept the minutes as read by Supervisor Groy, seconded by Supervisor Wagner . Motion carried.
Treasurer’s report given. Motion to accept the report as given by Supervisor Groy and seconded by Supervisor Wagner. Motion carried.
Recycling report for June were 19.28 tons of garbage and 4.97 tons of recyclables.
In the month of June there were four building permits; Laurie Lane, Lester Drive, and two on County Z, in addition to 3 fire signs; Crowe Road, Schultz Lane and Tower Line Road.
The issue of speed limit on French Road was brought to the board by Anne LaCour who lives at N16333 French Road. She requested a 25 or 30 mph speed limit. Chairman Younglove explained that the town cannot do less than 45 mph by law and will consider a 45 mph signs.
Appointment of Board of Review Alternates for August 25th was next on the agenda. Chairman Younglove asked for volunteers. Lisa Hanson, Art Rettke and Don LuMaye all volunteered to come if asked.
Propane Flyer given to board to review.
ATV/UTV ordinance updated to remove identified roads as all town roads are open to ATV/UTV unless otherwise posted and state statutes were incorporated. Motion to accept changes by Supervisor Groy and seconded by Supervisor Wagner. Motion carried.
Designating Public Depository for Town Funds Resolution to go ahead and changed to Nicolet Bank due to being able to generate more interest. Motion to accept the resolution by Supervisor Wagner and seconded by Supervisor Groy. Motion carried.
The Finance and Taxation Ordinance was updated to reflect that any changes could be made by resolution. Supervisor Groy made a motion to accept the amendment and Supervisor Wagner seconded the motion. Motion carried.
Temporary Liquor License for NSRCC was brought up. Chairman Younglove showed that Wisconsin Towns Association guidance showed that they do not qualify for a temporary license so by law must be denied. The clerk will let them know.
Discussion of ongoing road improvement projects show that the crew has been grading, mowing along the roads and seal coating has started. We received our “new” used front end loader and bids for the old equipment will be taken until the next meeting.
Correspondence was the fire department quarterly report.
Public comments: Don LuMaye asked when Crowe Road will be paved and was told that it will be finished this year. He also requested that we review brush disposal in the future. Lisa Hanson stated that the centennial was a good turn out and requested that the board look at budgeting more for fireworks next year. Chairman Younglove thanked the centennial committee for working hard to have a successful centennial celebration.
Motion made to approve bills in the amount of $67,806.16 by Supervisor Groy and seconded by Supervisor Wagner. Motion carried.
