The board meeting was called to order at 6:00 p.m.  Pledge of allegiance was recited.  All board members were present along with 5 residents.   

Motion by Supervisor Groy to adopt the agenda as given and seconded by Supervisor Wagner.  Motion carried. 

Minutes of the 9/12/23 meeting were read.  Motion to accept the minutes as read by Supervisor Groy, seconded by Supervisor Wagner.  Motion carried. 

Treasurer’s report given.  Motion to accept the report as given by Supervisor Groy and seconded by Supervisor Wagner.  Motion carried. 

Recycling report for September were 25.03 tons of garbage and 4.93 tons of recyclables

There were 4 building permits: replace windows on River Road; 26x44 manufactured on slab with a 24x26 attached garage on French Road; 28x18 addition on Crowe Road and a 20x30 outbuilding on Robinwood Drive.  Two fire signs on W Roush Road and Ring Lane and one fence permit on County Z. 

Reviewed the Assessor’s bid proposal.  It will be $60,827 due to revaluation required by the state.  Motion to accept bid by Supervisor Groy and seconded by Supervisor Wagner.  Motion carried. 

Fee schedule update presented.  New fees to begin January 1, 2024 so that notice can be given that the fees will be changing.  Motion to approve the fee schedule to begin 1/1/24 by Supervisor Groy and seconded by Supervisor Wagner.  Motion carried. 

Building inspector, Jane Meissner, will no longer be servicing the town as of January 1, 2024.  She has been working with Bob Grandaw and he sent us a proposal to be our new building inspector as of January 1, 2024.  Contract reviewed and charges are the same as Meissner had.  Motion to accept Bob Grandaw’s contract by Supervisor Groy and seconded by Supervisor Wagner.  Motion carried. 

Discussion of ongoing road improvements showed that the crew has finished graveling Krueger Lane, they have ordered new truck tires and radios have been installed in all of the equipment.  The radios came from the county as they replaced their radios.  Larry Deavers was present to speak about the Rainbow Road turnaround.  Supervisor Groy has told the crew to get a load of gravel there before snow comes. 

Correspondence:  Chairman Younglove attended the Marinette County Unit meeting and was updated by the sheriff’s department and was told there are new grants coming up the beginning of the year.  We will be looking at putting in an application for Jossart Road and perhaps others that may qualify.  Received a thank you letter from Pflueger Brothers; received an email with final population county for the Town of Beecher at 779; and received a financial statement from the fire department. 

Public comments from County Supervisor Ken Hanson stated that County Z will now be working on in 2025 vs. 2024. 

Motion to approve payment of bills in the amount of $152,960.13, of which $118,000 was for road work, by Chairman Younglove and seconded by Supervisor Groy.  Motion carried.  

Next meeting will be November 14, 2023 at 6:00 p.m.  Motion to adjourn by Supervisor Groy and seconded by Supervisor Wagner.  Motion carried.  Meeting adjourned at 6:35 p.m.
