Town Of Beecher

The board meeting was called to order at 6:00 p.m.  Pledge of allegiance was recited. 

Roll call showed all board members present along with 13 residents and one guest. 

Motion to adopt the agenda by Supervisor Wagner which was seconded by Supervisor Groy.  Motion carried. 

Minutes of the 2/10/26 meeting were read.  Motion to approve the minutes by Supervisor Groy which was seconded by Supervisor Wagner.  Motion carried. 

Chairman Younglove then called upon DeShea Morrow, District Attorney, to give her remarks so that she may leave if she desires.  She discussed the top three safety issues that the county had in 2025 which were traffic violations (i.e. reckless driving, distracted driving and accidents); drugs in the county and internet crime.  They have someone available 24/7 to respond to the sheriff’s department when they need warrants and if anyone sees anything, please report it to the sheriff’s department and they will respond as quickly as they can.  She also discussed the referendum on the ballot in April which is a request for an increase in levy for public safety which will cost approximately $20 per $100,000 parcel.  The state has excess funds but are not spending it on public safety, transportation or schools.  She answered questions as they arose. 

Treasurer’s report was read.  Motion to accept report by Supervisor Groy and was seconded by Supervisor Wagner.  Motion carried. 

Recycling/garbage report showed that in February there was 13.82 tons of garbage and 2.75 tons of recyclables collected. 

Report on building permits and fire signs showed that there were 2 building permits; a 28x38 addition on Shoreline Road and TMobile for antenna and concrete work on Pembine Beecher Road.  No fire signs. 

Continued discussion on Butterfield Lane Subdivision.  David Janisch had some questions on Lot 6 whether it met requirements and Kathy Janisch wanted to know if there was to be a homeowners association connected to the subdivision which there is not.  Charles Droudes was worried about property values and was told that the town has a 2 acre minimum and a 600 sq foot minimum on the main floor of structure.  Jeff Mueller tried to explain that if there are camper trailers put on parcels that there is a land use fee and that there are no plans for a mobile park.  The town has put ordinances in place to protect other land owners.  After much discussion, motion was to approve the subdivision by Supervisor Wagner which was seconded by Supervisor Groy.  Motion carried. 

Clerk Cindy Butterfield said that the computer needs to be upgraded as Windows 10 is no longer supported and the computer won’t take the update according to Jeff from North Computer.  She will work with Jeff to get a proposal to see if it can be done this year or if it will have to be budgeted in for next year. 

Highway/road report showed that the crew is hoping to be able to use the grader next week and that there will be no more snow plowing as the roads are too soft.  Weight limits have been put on the roads as of March 2nd.  Chairman Younglove also stated that the town budgets approximately $100,000 for road maintenance per year.  They will be doing a review of the roads to decide what work needs to be done this year. 

Correspondence was a letter from WPS regarding projects along roads, a letter from Jewell regarding small structure planning and a memo regarding Menominee County Planning Committee. 

Public comment from David Szprejda regarding what to do with garbage when the truck does not come all the way down the road (i.e. due to ice).  People have been told to call GFL and ask what they want the resident to do with the garbage (i.e. bring to the end of the road perhaps). 

Items for future meetings was that the Annual Meeting will take place before the board meeting next month but will be the third Tuesday instead of the second Tuesday. 

Announcements are that there will be a blood drive on March 30th, Open Book will be May 22nd from 1:00 to 3:00 pm and Board of Review is set for June 12th from 1:00 to 3:00 pm. 

Supervisor Wagner made a motion to approve bills in the amount of $28,350.56 which was seconded by Supervisor Groy.  Motion carried. 

Next meeting will be April 21st following the Annual Meeting at 6:00 pm.
