BOARD MEETING MINUTES
June 8, 2021
The meeting was called to order at 6:00 p.m. Pledge of Allegiance was recited and roll call showed 2 board members and 9 residents in attendance.
Motion to adopt the agenda as written by Chairman Younglove, seconded by Supervisor Groy.
May 2021 minutes were read. Motion to accept the minutes as read by Supervisor Groy, seconded by Chairman Younglove. Motion carried.
Treasurer’s report given. Motion to accept the report as given by Supervisor Groy, seconded by Chairman Younglove. Motion carried.
Recycling/garbage report showed that in May there were 18.86 tons of garbage and 3.44 tons of recyclables. The clean up days netted over 5 tons but the exact number is not in yet. Motion to accept the report as given by Chairman Younglove, seconded by Supervisor Groy. Motion carried.
Report on building permits and fire signs showed that there were 7 building permits; a screen porch on Lemke Trail; a living addition on Robinwood Drive; a detached garage on Amber Beecher Lane; a 8x20 shipping container for storage on French Road; a 14x26 garage addition on Ring Lane; razing a 40x50 building that was destroyed by fire on Roth Lane and a 8x40 shipping container for storage on Sand Road. The fire sign was also for Sand Road. Motion to accept the report by Chairman Younglove, seconded by Supervisor Groy. Motion carried.
Beecher Lake District requested permission to put up to 2 benches at Beecher Lake Park at their expense and maintenance. Motion by Chairman Younglove, seconded by Supervisor Groy to allow them to do this. Motion carried.
Beecher Lake District requested to get larger garbage containers and recycle bins. Clerk Butterfield called Waste Management to request this and they have not gotten back to her yet. She will follow up. Item pending to next meeting.
Planning Commission is still looking for members to come up to full quota. John Wagner of Jossart Road is willing to serve. Motion to appoint Mr. Wagner to the Planning Commission by Chairman Younglove, seconded by Supervisor Groy. Motion carried.
Chairman Younglove researched and drafted a letter to complaint of Joseph Marinan regarding possible public nuisance violation at 17056 Hwy 141. His complaint did not fall under public nuisance but private nuisance. Chairman Younglove will mail the response to him.
Pembine plans on a July 4th fireworks. Motion by Chairman Younglove to donate $300 toward the fireworks, seconded by Supervisor Groy. Motion carried.
Chairman Younglove attended the Beecher Lake District meeting and stated they have received their permit to draw down the lake this fall to kill weeds.
Discussion on ATV/UTV issues on Schultz Lane. Chairman Younglove attended the local club meeting and they cannot do any enforcement and stated the calcium chloride causes issues to their equipment and they felt it was not cost effective. They are open to putting notices up at businesses asking ATV/UTVers to respect the trails and private landowners. Chairman Younglove also spoke with the Sheriff’s department and they are aware of the problems and will do what they can especially on weekends when there are activities at the Four Seasons Resort. Resident Bob Brandt stated the volume of traffic has gone up; he counted over 100 vehicles past his place on the holiday weekend. He would like to see more gravel put on the road and to cut the hills down.
Email contact information has been added to the website so that residents can contact the board via email.
Salt shed proposal is waiting for final bids. It appears that the town will need to put $45,000 into this with a 3 year payoff.
Discussion of ongoing road projects revealed that the crew has been working on Right of Way road working it up and putting gravel down to fill holes. We may be able to get some ground asphalt in the future to help with the roads.
Correspondence was a letter announcing the recycling grant of $2467.86; a thank you letter from the BDP Youth Baseball for the donation and a notice of CD maturing.
Public comments were that Kay Kieker stated Butterfield Lane needed grading and John Wagner requested update on Jossart Road. Jossart Road has a lot of trucks using it right now but they are looking at possible chip seal in the future. Mr. Wagner stated that the culvert near him is half filled with silt and water is sitting on both sides of the road. Supervisor Groy will have the road crew look at it.
Motion to approve the payment of bills in the amount of $18,717.11 by Chairman Younglove, seconded by Supervisor Groy. Motion carried.
