The board meeting was called to order at 6:00 p.m.  Pledge of allegiance was recited.  All board members were present along with 12 residents.   

Motion by Supervisor Groy, seconded by Supervisor Paulsen to adopt the agenda as given.  Motion passed. 

Minutes of the 12/14/21 meeting were read.  Motion to accept the minutes as read by Supervisor Groy, seconded by Supervisor Paulsen.  Motion carried. 

Treasurer’s report given.  Motion to accept the report as given by Supervisor Groy, seconded by Supervisor Paulsen.  Motion carried. 

Recycling report showed that in December there were 13.52 tons of garbage and 4.72 tons of recyclables.  Motion by Supervisor Groy, seconded by Chairman Younglove to accept the report as given. 

 In the month of December there was 1 building permit:  on Dam Rd for a shipping container.  No fire signs.     

Report from the ordinance administrator Bob Grandaw showed that in 2021 the town of Beecher had 82 permits which included land use permits.  In 2020 we had 75.  The value of the building permits was $890,000.    Motion to accept report as given by Supervisor Paulsen, seconded by Supervisor Groy.  Motion carried. 

Storage container variance from December was addressed.  Supervisor Paulsen met with Dave Williams.  They came to an agreement as to the siting of the container where it will be screened by trees and set back from property lines.  Motion by supervisor Paulsen, seconded by Supervisor Groy to approve the variance.  Motion carried. 

Ordinance administration salaries were discussed.  They will be increased by $440/$220 per year for the two employees.  This was budgeted in for 2022.  Motion by Supervisor Groy and seconded by Supervisor Paulsen to approve this increase.  Motion carried.  Discussion then was regarding the road crew salaries.  They will increase each of the employees by $1.00 per hour and the new employee by an additional $1.00 per hour after getting his CDL completed.  Motion by Supervisor Groy and seconded by Supervisor Paulsen to approve these increases.  Motion carried. 

Discussion of ongoing road improvement projects showed that the crew has been snow plowing and sanding roads.  David Szprejda commented that the guys picked up the truck camper trash along the road and he appreciated it.  Jeff Mueller questioned why the boat launch was not taken out.  It had been forgotten and is now frozen in.  He suggested that a cable be put from the launch to a tree so that it does not float down the river when the ice goes out.  Supervisor Groy will speak to the road crew about taking care of that. 

Correspondence was two thank you notes, one from Scott Construction and one from the Rescue Squad.  Also a postcard from the DNR regarding FCL/MFL expirations being taken off the master listing online. 

Public comments were complaints about garbage not being picked up.  Chairman Younglove explained that Waste Management had not responded to our calls and that we now have a new contractor that is learning his routes.  If anyone has a problem, please call them or let us know so that we can address the issues.  A couple of areas were missed last week but he got them today.  He also broke down at the end of the route and didn’t catch the last couple of roads.  They will be back tomorrow. 

Motion by Chairman Younglove to pay the bills in the amount of $327,409.24, which includes tax monies being funneled out to schools/county.  Motion seconded by Supervisor Paulsen.  Motion carried. 

Next meeting will be February 8, 2022 at 6:00 p.m.
