The board meeting was called to order at 6:35 p.m. Pledge of allegiance was recited. Chairman Younglove and Supervisor Groy were present; Supervisor Paulsen was excused, along with 4 residents.
Motion by Chairman Younglove, seconded by Supervisor Groy to adopt the agenda as given. Motion passed.
Minutes of the 3/8/22 meeting were read. Motion to accept the minutes as read by Supervisor Groy, seconded by Chairman Younglove. Motion carried.
Treasurer’s report given. Motion to accept the report as given by Supervisor Groy, seconded by Chairman Younglove. Motion carried.
Recycling report for March was 10.26 tons of garbage and 1.08 tons of recyclables. Motion by Chairman Younglove, seconded by Supervisor Groy to accept the report as given. Motion carried.
Building permits in March were for a detached garage on slab on Peterson; remodeling a garage to living space on Greenstone (28x24); and an 8x40 shipping container moved on Love Lane. There were no fire signs. Motion to accept report by Chairman Younglove, seconded by Supervisor Groy. Motion carried.
The clerk requested to add Joel Bundeson to the Election Inspector List and remove Steve Schlitt as he has moved to Michigan. Motion to accept the change by Chairman Younglove and seconded by Supervisor Groy. Motion carried.
Clarification of road worker overtime wages. Currently the way the written employee sheet is worded you can either look at it as all weekend hours are overtime or you can look at it as after 40 hours it is overtime even if part of the 40 hours is on the weekend. After much discussion it was decided that all hours are time and a half after an 8 hour day and on weekends. If a day is taken off during the week it is subtracted from the regular 40 hours as straight time but any weekend work will still be overtime. The clerk will put this clarification in writing for the crew.
Emergency Shelter – Since the hall has a generator at the building and recently there were some people that had a three day electrical outage, the hall would be available for people to come use the bathroom, get water and recharge their phones. If someone needs emergency shelter in a long outage, please contact the town at 715-324-5535.
Discussion of ongoing road improvement projects showed that the brusher is back from the shop and the crew has been out using it for cleaning up brush along the road from the storm. They are also out checking on roads. Chairman Younglove reported that he spoke with Coleman Engineering about the possibility of getting an application in for federal money for 2022 road work. We were not able to do that but will be working on applications for 2023-2025. Some of the roads we are looking at are Jossart, Marek and Smeester School Road.
Correspondence was a letter that Marinette County Unit will be having a meeting at Amberg on Thursday; a letter was received from Vilas County that they sent to the state regarding modifying levy limits on a 2 year moratorium to help towns out; and the fire department sent their quarterly financial statement.
Public comments were that the salt shed roof bid came in at $32,393 of which the town of Beecher would be responsible for one half the cost. It was the lowest bid and is a steel roof. Another comment was that a free library has been established at the town hall and one of our retired residents built two nice bookcases for the books. Many thanks to John Wagner. The last comment was that the Town of Beecher will turn 100 years old in 2023 and there is a committee set up that is working on a celebration. They meet the third Monday of the month at 6:30 pm and anyone is welcome to come.
Chairman Younglove made a motion to approve the payment of bills in the amount of $38,686.44, seconded by Supervisor Groy. Motion carried.
